Can you get an express passport application to meet a study abroad application?

I understand that you can get a "rush" application but what I'm asking is whether you can go and get an overnight application at a place that only accepts people who have travel plans in the next 14 days. I don't have travel plans in the next 14 days, but the application is due in the next 14 days.
