Does a Centrelink debt affect passport application?

Someone told me that you can't get a passport if you owe the country money. I was wondering if this is true and if it is, does this include money owed to centrelink?

2. If your debt is a small one (they are usually under $10,000 anyway) then there is not a problem. You would have been notified if the department had applied for a departure prohibition order - that is the document the court will grant if the department believes you would flee Australia to avoid the debt.
